Judge executive raises questions on merging government in Madison Co., drug-rehab center

MADISON COUNTY, Ky. - Madison County Judge Executive Reagan Taylor delivered his State of the County address on Friday at Eastern Kentucky University.

One of the issues Taylor spoke about is the possibility of Madison County, Richmond, and Berea consolidating governments. The merge would create the third-largest metro government in Kentucky behind Louisville and Lexington.

"I think we need to look into it," Taylor said. "I think we need to look at the potential, you know. I'm not saying that's the way we need to go, but why does it hurt to look into to see if that's going to make us the very best that we can be."

Taylor also spoke about Madison County's drug epidemic. Instead of expanding or building a new detention center, Taylor believes a one-of-a-kind rehabilitation center could be best for the county.

He said a recent meeting about a developing a 'Healing Center' for inmates showed a large number of potential partners. The center would be a way to teach inmates life skills and address substance abuse.

Taylor believes it would decrease overcrowding in the county's jail. There are more than 400 inmates in the county's 184-bed detention center.
